Water and Sewer Billing

Water and Sewer bills are sent out every other month. The Township's bills include charges for water and wastewater services. The charge for each service includes a fixed charge and a metered charge.

Fixed Charge - This cost does not change and appears the same on every bill. For example, in 2025, residents that have the standard 15 mm meter will have a fixed water charge of $69.35 and a fixed sewer charge of $128.36, therefore, giving a total fixed charge of $197.71.
Metered Charge - This cost is a variable charge and is dependent upon individual consumption. For example, in 2025, residents will pay $1.94 per cubic meter for water and $2.65 per cubic meter for sewer.

A 2025 Water & Wasterwater bill example, assuming a consumption of 0.5 cubic meters/day (30 cubic meters in 60 days), would be calculated as follows;

$79.50 -Sewer Variable charges (30 cubic meters x $2.65/cubic meter)
$128.36 - Sewer Fixed charges
$58.20- Water Variable charges (30 cubic meters x $1.94/cubic meter)
$69.35 - Water Fixed charges
$335.41 Total Water & Wastewater bill (60 day period)

If averaged for a 30 day period, this would equal a monthly billing of $167.70.

On November 15, 2021 Council approved the Water & Wastewater User Fees and Charges By-law No. 2021-67 with annual rate increases of 1.5% from 2022 to 2025.

New Customer

If you have recently moved and need to set up your account please fill out the New Customer Form. If you are a tenant, the owner is required to fill out an authorization form.

Moving Out

If you are moving out and need to cancel your services please fill out the Moving Out Form. You will also need to include landlord authorization if you don't own the property.

Water and Sewer Due Dates

Your meter is read on a bimonthly basis and bills are sent to residents via mail.

Payment due dates are:

• January 30

• March 30

• May 30

• July 30

• September 30

• November 30

Payments must be received at your financial institution and/or by the Township of Cavan Monaghan on or before the due date to avoid penalty and interest charges at 1.25% monthly, applied on the first day of each month of default.

Penalty

All accounts outstanding after the due date are subject to penalty and interest charges at 1.25% monthly, applied on the first day of each month of default.
