Water and Sewer Billing

Water and Sewer bills are sent out every other month.  The Township's bills include charges for water and wastewater services. The charge for each service includes a fixed charge and a metered charge.
  1. Fixed Charge - This cost does not change and appears the same on every bill. For example, in 2026, residents that have the standard 15 mm meter will have a fixed water charge of $71.43 and a fixed sewer charge of $130.93, therefore, giving a total fixed charge of $202.36.
  2. Metered Charge - This cost is a variable charge and is dependent upon individual consumption. For example, in 2026, residents will pay $2.00 per cubic meter for water and $2.70 per cubic meter for sewer.
A 2026 Water & Wastewater bill example, assuming a consumption of 0.5 cubic meters/day (30 cubic meters in 60 days), would be calculated as follows;
  • $81.00 - Sewer Variable charges (30 cubic meters x $2.70/cubic meter)
  • $130.93 - Sewer Fixed charges
  • $60.00 - Water Variable charges (30 cubic meters x $2.00/cubic meter)
  • $71.43 - Water Fixed charges
  • $343.36 Total Water & Wastewater bill (60 day period)
If adjusted to a 30 day period, this would equal a monthly billing of $171.68.

On November 3, 2025 Council approved the Water & Wastewater User Fees and Charges By-law No. 2025-50 with annual rate increases of 3% for water and 2% for wastewater, resulting in a combined average annual bill increase (2.35%-2.44%) from 2026 to 2030. 
 
The Financial Plan was approved by Council on December 1, 2025 which complies with the Safe Drinking Water Act, 2002; Ontario Regulation 453/07; the Water Opportunities Act, 2010; and the Infrastructure for Jobs and Prosperity Act, 2015.

Water & Wastewater Approved Rates (2020-2025)

Your meter is read on a bimonthly basis and bills are sent to residents via mail.  

Payment due dates are:

• January 30

• March 30

• May 30

• July 30

• September 30

• November 30

Payments must be received at your financial institution and/or by the Township of Cavan Monaghan on or before the due date to avoid penalty and interest charges at 1.25% monthly, applied on the first day of each month of default.
