Notice of Public Meeting: Official Plan and Zoning By-law Amendments: 963 County Road 10
Take Notice that the Township of Cavan Monaghan received complete Official Plan and Zoning By-law Amendment applications for lands located at 963 County Road 10 in part of Lot 13, Concession 6 (Cavan). These Applications have been assigned file numbers OPA-01-25 and ZBA-05-25.
Take Notice that the Council of the Township of Cavan Monaghan will hold a public meeting on Monday, December 1, 2025 at 1:00 p.m. in the Council Chambers of the Township of Cavan Monaghan Municipal Office at 988 County Road 10, Millbrook ON to consider the proposed Official Plan and Zoning By-law Amendments under Sections 17 and 34 of the Planning Act, R.S.O., 1990 as amended.
The Amendments are required to permit the consideration of a mixed-use plan of subdivision. The plan includes 159 lots for single detached residential units, 28 townhouse blocks, and two (2) medium density blocks for a total of 483 residential units. Two (2) commercial blocks, two (2) natural heritage system blocks, one (1) stormwater management block and one (1) parkland block are also proposed.
Official Plan Amendment
Official Plan Amendment No. xx will change land use designations on the subject lands from Urban Employment Area, Community Commercial, Natural Core Area and Natural Linkage Area to Residential, Park and Open Space, Community Commercial, Natural Core Area and Natural Linkage Area.
The Amendment will also address policies related to the permitted maximum height for multi-unit residential buildings, the provisions of the Minister’s Zoning Order (MZO) and the list of permitted uses with the Community Commercial designation.
A Zoning By-law Amendment is required to implement the Official Plan Amendment.
Zoning By-law Amendment
The Zoning By-law Amendment will change the zoning on portions of the property from the Urban Employment (M1), Natural Linkage (NL), and Community Commercial (C5) Zones to the Urban Residential Two Exception Five Holding Thirteen (UR2-5-H13) Zone and from the Urban Employment (M1) and Community Commercial (C5) Zones to the Community Commercial Exception Two (C5-2) Zone and from the Urban Employment (M1) Zone to the Natural Linkage (NL) and Open Space (OS) Zones.
New regulations for the C5-2 and UR2-5-H13 Zones are being introduced to create uniform regulations with the MZO currently in place.
The OS Zone is being introduced for the park block.
The holding provision will be removed only when the Township confirms adequate sanitary and water servicing capacity is available. The Holding provision may be removed from portions of the property in phases.

Any person may attend the public meeting and/or make a verbal or written representation either in support of or in opposition to the proposed Official Plan and Zoning By-law Amendments. If you are unable to attend the meeting, written submissions may be submitted and should include a request for further notice, if desired. The Clerk must receive written submissions before 12 noon on December 1, 2025.

If you wish to be notified of the decision of the Township of Cavan Monaghan on the proposed Official Plan Amendment or Zoning By-law Amendment, you must make a written request to Township of Cavan Monaghan at 988 County Road 10, Millbrook, ON L0A 1G0.
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Township of Cavan Monaghan to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Cavan Monaghan before the proposed official plan amendment is adopted or before Council approves or refuses to approved the Zoning By-law Amendment, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Township of Cavan Monaghan before the proposed official plan amendment is adopted and the Zoning By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
