Development and Planning

The Planning Department assists Council and the public in matters related to land use planning and development in the Township of Cavan Monaghan.

Land use planning helps our community to set development goals while keeping social, economic and environmental factors in mind. It also balances the interests of individual property owners with the wider interests of the whole community.

Land use planning helps the Township manage land and resources and guide decisions about where:

  • to build homes and factories
  • to put parks and schools
  • roads, sewers and other essential services are needed

Landowners should consult the Planning Department for guidance and interpretation of all land use policies.  To begin your planning consultation, you can submit a land use inquiry to the Planning Department.

What we Need to Consider


There are many documents and policies that must be considered when the Township is making a decision on a land use planning matter. The following is a list of the various documents that may apply to development decisions in the Township:

Cavan Monaghan Official Plan

The Township of Cavan Monaghan Official Plan must conform to the County of Peterborough Official Plan.

Township of Cavan Monaghan Zoning By-law

The Township of Cavan Monaghan Zoning By-law implements the objectives and policies of the Township Official Plan.

County of Peterborough Official Plan

The County of Peterborough is the upper tier of government for the Township of Cavan Monaghan. The County of Peterborough Official Plan (OP) sets the land use and planning framework for local Official Plans and decision-making. Its policies are broad and meant to guide local Townships in creating detailed policies in their own Official Plans. The County OP applies to all types of development in the County.

The Planning Act

The Planning Act (the Act) is provincial legislation that sets out the ground rules for land use planning in Ontario. It describes how land uses may be controlled, and who may control them.

A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2019

A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2019 is the Ontario government's initiative to plan for growth and development in a way that supports economic prosperity, protects the environment, and helps communities achieve a high quality of life.  A Place to Grow informs decision-making regarding growth management and environmental protection in the Greater Golden Horseshoe (GGH).

The Provincial Policy Statement

The Provincial Policy Statement (2020) which came into effect May 1, 2020 replaced The Provincial Policy Statement (2014) and provides overall policy directions on matters of provincial interest related to land use planning and development in Ontario, and applies province-wide, except where this policy statement or another provincial plan provides otherwise.

The Greenbelt Plan, the Oak Ridges Moraine Conservation Plan and the Trent Source Protection Plan

The Growth Plan must also be read in conjunction with other provincial plans as defined in the Planning Act that may apply within the same geography.  Within the Township of Cavan Monaghan, this includes:

There are many agencies that assist the Township in making a decision on a land use planning matter. The following is a list of the various agencies that contribute to development decisions in the Township:

The Ministry of Municipal Affairs and Housing

The Ministry of Municipal Affairs and Housing works with local governments and partners across Ontario to build safe and strong urban and rural communities with dynamic local economies, a high quality of life and affordable and suitable homes for everyone. In terms of land use planning, the Ministry provides an in-depth look at the various types of planning applications and information ranging from Official Plans, Subdivisions, Zoning By-laws, Land Severances, and the Local Planning Appeal Tribunal (LPAT).

Local Planning Appeal Tribunal (LPAT)

The Local Planning Appeal Tribunal (LPAT) is an independent administrative tribunal responsible for hearing appeals on a variety of municipal matters such as land use, heritage conservation and municipal governance.

Conservation Authorities

There are three Conservation Authorities whose watersheds traverse the Township of Cavan Monaghan. These are the:

Otonabee Region Conservation Authority (ORCA)

Kawartha Region Conservation Authority (KRCA)

Ganaraska Region Conservation Authority (GRCA)

First Nations and Métis

The First Nations and Métis communities within the Great Lakes region have a unique relationship with the land and its resources, which continues to shape the history and economy of the area today. Ontario recognizes the unique role that Indigenous peoples have had and will continue to have in the growth and development of this region. In Cavan Monaghan, we consult with the following communities:

Peterborough Public Health

Peterborough Public Health serves residents throughout the City and County of Peterborough, as well as Curve Lake and Hiawatha First Nations. Public health is shaped by our social, economic and physical environments, as well as by our personal choices. Through community programs and by developing better health policies, Peterborough Public Health works to improve the living conditions of those in need for the benefit of all.

There are a number of School Boards whose jurisdictions cover Cavan Monaghan Township. These are:

The Ministry of Transportation of Ontario (MTO)

The Ministry of Transportation is responsible for managing the provincial highway corridor network. Through the application of legislation, policies, and guidelines, MTO supports economic growth while ensuring the safe and efficient movement of people and goods across the province.

Other Agencies

Depending on your proposal, there are many other agencies that may have an interest related to land use planning matters (i.e. adjacent municipalities, Bell Canada, Canada Post, Canadian Pacific Railway, Enbridge Gas, Hydro One Networks, MHSTCI, MNRF, MOECP, Nexicom Telecommunications, Ontario Power Generation, propane distribution companies etc. By consulting with the Planning Department first, we can help you identify these agencies.
