Downtown Park & CMCC Remaining Lands – Project Update

The Township of Cavan Monaghan is moving forward with the next phase of our Parks and Recreation Strategic Plan – Vision 2035, focusing on two key community projects:

  • The development of a Downtown Park, and
  • The enhancement of the Remaining Lands at the Cavan Monaghan Community Centre (CMCC).
In 2024, Council hired Landscape Planning Ltd. to create design concepts for both sites. The team reviewed past work, talked with the community and stakeholders, and shared several design options at the November 19, 2024 Open House. Residents could also send in feedback online or by paper until December 3, 2024.

Using this valuable community feedback, Landscape Planning Ltd. refined the concepts, developed cost estimates, and created Preferred Site Plans including phasing and implementation recommendations. The final presentation was delivered to Council on March 17, 2025.

In June 2025, Council established a Downtown Park & CMCC Lands Task Force to help guide phasing priorities and funding strategies.

Initial work will focus on preparing the site and establishing key infrastructure:

  • Site servicing & grading
  • Electrical servicing for the washroom building
  • Primary walkways, parking lot, and curbs
  • Benches and privacy fencing
  • Construction of two universal washrooms
  • Sod installation

  • Relocation of existing fitness equipment

  • Parking lot closest to volleyball court

Future Enhancements

  • Electrical servicing for the new courts 
  • Walkways, line painting, parking lot curbs, planter curbs, seatwalls
  • 4 pickleball courts and 2 tennis courts
  • Benches, shade structures, signage
  • Additional softscape plantings
  • Third parking lot

  • Multi-use court lighting and additional pathway lighting
  • Planter curbs and seatwalls
  • Multi-use court (asphalt/acrylic surface, nets, line painting)
  • Shade sails, benches, gathering tables
  • Landscaping and tree planting
