Infrastructure and Asset Upgrades

On July 5, 2021 Council directed staff to proceed with the tendering process for the three buildings listed below.  The Township engaged Greenview Environmental Management to provide detailed design and tender documents for all three projects.

New Fire Hall and Ambulance Station

The existing Fire Hall, located at 52 King Street east in Millbrook, has been in service since the 1960’s. The current station was designed to house two fire apparatus. Presently there are four vehicles housed in the station, prohibiting the Fire Department from replacing vehicles that are due for replacement. The need for the Fire Hall replacement was identified in a number of studies including two approved Master Fire plans over a 20-year span.

On June 21, 2021, Council approved 988 County Road 10 as the site for the replacement of the Fire Hall and Ambulance Station.  Council chose this site because it enabled the best overall response coverage for resident's insurance ratings (in accordance with the Fire Underwriters Survey requirements) and it utilized municipally owned lands eliminating land acquisition costs.

The tender to build the new Fire Hall and Ambulance Station was awarded to Gay Company Limited at the August 2, 2022 Council Meeting.

The total budget for the construction of the Fire Hall is $7,979,510.  Further detail on the financial impact is available online at: https://pub-cavanmonaghan.escribemeetings.com/filestream.ashx?DocumentId=4173.

The project is scheduled to start August 2022 with a tentative completion date of September 2023.

Parks and Public Works Millbrook Depot

The existing municipal building, located at 70 King St. West, has been a works depot for the village of Millbrook for many years and is in much need of repair.  It houses both parks & recreation and public works during year-round operations, including summer grass cutting and winter sidewalk & road snow removal.

The tender for building re-construction was awarded to Mortlock Construction Inc. at the January 17th, 2022 Council Meeting.  The building re-construction includes demolition of the existing building, site servicing to the building with sanitary sewer and water services, new wood frame building structure, steel cladding, new roofing, electrical, plumbing and HVAC.

The total budget for the project is $872,104.  More details on the financial impact are available online at: https://pub-cavanmonaghan.escribemeetings.com/filestream.ashx?DocumentId=1788.

The project commenced March 2022 and is scheduled for completion in September 2022.

 Cavan Public Works Operation Centre

The existing public works operations centre, located at 1470 County 10, has been a works depot for the Township for many years. It is in need of repairs and is not large enough for the existing/future Township staff and equipment. It is very outdated as a proper maintenance and repair shop. This yard is the Township’s primary location for year round maintenance activities including winter snowplowing and sanding and summer graveling, calcium, ditching and preparation work for capital works. This building provides inside storage of equipment, which leads to operations that are more efficient by reducing maintenance and extending the life of our equipment.

The tender for the building construction was awarded to Mortlock Construction at the May 19th, 2022 Council Meeting.  The building construction includes new site servicing to the building with a septic system and well, new wood frame building structure, steel cladding, new roofing, electrical, plumbing and HVAC.

The total budget for the project is $3,018,914.  More details on the financial impact are available online at: https://pub-cavanmonaghan.escribemeetings.com/filestream.ashx?DocumentId=2061

The project is scheduled to start in June 2022 with completion scheduled for December 20, 2022.
