Development Charges

The Township of Cavan Monaghan has adopted Development Charges By-law No. 2026-47, replacing By-law No. 2022-43. The new by-law is based on the 2026 Development Charges Background Study and reflects recent changes to the Development Charges Act, 1997, including updated exemptions, discounts, and other requirements affecting the collection of development charges. As per By-law No. 2026-47, section 3.10.1, Council approved reducing the Non-Residential Municipal Wide Services Charge for Industrial uses from 100% to 0%. What are Development Charges?

Development charges are fees collected from new development to help pay for growth-related infrastructure and municipal services. These charges help fund the additional facilities and infrastructure needed as the community grows.

Why is the Development Charges By-law Important?

As new homes and businesses are built, additional infrastructure and services are needed to support growth. Development charges help ensure that the growth related portion of these costs are paid by new development rather than being funded entirely through existing property taxes.

This is important to residents because development charges help the Township:

  • Plan responsibly for future growth.
  • Invest in infrastructure needed to support new development.
  • Reduce the financial burden of growth on existing taxpayers.
  • Maintain service levels and community amenities as the Township grows.

A Background Study, which reviews growth forecasts, service needs, and future capital projects related to services such as roads, fire protection, parks and recreation, library services, water and wastewater infrastructure, and other growth-related municipal services is required as part of the process of updating the Development Charges By-law. 

The Background Study examines past service levels and costs, future growth expected in the Township, the infrastructure and services needed to support that growth, and the development charges required to help fund those capital investments.

The Township of Cavan Monaghan has completed the 2026 Development Charges Background Study and adopted Development Charges By-law No. 2026-47 in accordance with Ontario's Development Charges Act, 1997. 

Public Consultation Summary

As part of the 2026 Development Charges update, the Township of Cavan Monaghan conducted a comprehensive public consultation process in accordance with the Development Charges Act, 1997. Council held public meetings on June 22, 2026 and August 10, 2026 to present the proposed development charges, draft Development Charges By-law, and supporting Background Study, and to receive comments from residents, businesses, developers, and other stakeholders.
Following the first public meeting, Township staff and consultants reviewed feedback and completed additional refinements to the proposed by-law and Background Study, which were incorporated into Addendum No. 1. Following the consultation process and consideration of all submissions received, Council adopted Development Charges By-law No. 2026-47 on September 9, 2026.
