Development Charges
The Township of Cavan Monaghan is in the process of updating the 2022 Development Charges By-law (By-law No. 2022-43). Since the passage of the Township’s previous by-law, there have been several changes to the Development Charge Act (D.C.A). These changes include various additional mandatory exemptions, discounts, and limitations of imposing D.C.s. Detail of those changes can be found in Appendix G of the Development Charges Background Study.
What are Development Charges?
Development charges are fees collected from new development to help pay for growth-related infrastructure and municipal services. These charges help fund the additional facilities and infrastructure needed as the community grows.
Why is the Development Charges By-law Important?
As new homes and businesses are built, additional infrastructure and services are needed to support growth. Development charges help ensure that the growth related portion of these costs are paid by new development rather than being funded entirely through existing property taxes.
This is important to residents because development charges help the Township:
- Plan responsibly for future growth.
- Invest in infrastructure needed to support new development.
- Reduce the financial burden of growth on existing taxpayers.
- Maintain service levels and community amenities as the Township grows.
A Background Study, which reviews growth forecasts, service needs, and future capital projects related to services such as roads, fire protection, parks and recreation, library services, water and wastewater infrastructure, and other growth-related municipal services is required as part of the process of updating the Development Charges By-law. The Background Study examines past service levels and costs, future growth expected in the Township, the infrastructure and services needed to support that growth, and the development charges required to help fund those capital investments.
The Township of Cavan Monaghan has completed a Draft 2026 Development Charges (DC) Background Study. The study was prepared in accordance with Ontario's Development Charges Act. On June 22, 2026, the Council of the Township of Cavan Monaghan held the first Public Meeting pursuant to Section 12 of the Development Charges Act, 1997, as amended. The purpose of the meeting was to present the Township's proposed development charges, draft Development Charges By-law, and the associated Background Study, and to receive public input.
Following further review by Township staff and consultants, additional refinements were incorporated into the documents and included as Addendum No. 1 in the updated Background Study.
A second Public Meeting to present and receive feedback on the proposed development charges is scheduled for August 10, 2026.
All interested parties are invited to attend the Public Meeting of Council and any person who attends the meeting may make representations relating to the draft by-law and background study.
Residents, businesses, developers, and stakeholders are encouraged to review the study and provide feedback.

- June 2, 2026 – Public Notice posted on the Township website.
- June 8, 2026 – Draft Development Charges By-law and Background Study posted on the Township website; Public Notice advertisement published in the Peterborough Examiner.
- July and August 2026 – Public Notice advertisements published in the Millbrook Times monthly editions.
- August 5, 2026 – Addendum No. 1 posted on the Township website following further review by Township staff and consultants.
- August 10, 2026 – Second Public Meeting scheduled; Addendum No. 1 included in the Council agenda package.
- September 8, 2026 – Anticipated consideration of the Development Charges By-law by Council.
