Notice of Public Information Centre: Watermain Replacement Project

The Township of Cavan Monaghan is planning to replace the watermain on Frederick Street, Anne Street and Cavan Street as shown on the plan below. The watermain infrastructure in the study area is nearing the end of its service life and requires replacement to provide reliable services to residents. The purpose of this project is to replace the watermain and to reconstruct the road.

A Public Information Centre (PIC) will be held on Thursday, February 26, 2026 from 4:00 p.m. to 6:00 p.m. at the Cavan Monaghan Municipal Office located at 988 County Road 10, Millbrook, ON. The purpose of this PIC is to provide information about the proposed scope of the project, present plans showing the proposed improvements, and receive input about any local issues within the study area. The PIC will be a drop-in format with displays showing the proposed work. Staff from the Township and Valdor Engineering Inc (the project consultant) will be on hand to answer any questions. After considering public input and obtaining the required approvals, the Township intends to proceed with the construction of this project in the summer/fall of 2026.

As part of this project, the Township will be replacing the watermain and all water services within the road allowance. Water services within the road allowance will be replaced with a PEX (polyethylene) material. The Township will also reconstruct the road with an asphalt surface and make improvements to the storm water drainage within the road allowance. Homeowners who wish to replace their water service and/or sanitary sewer lateral will be responsible for the cost of installation on their private property. Having a Contractor already onsite for the road reconstruction will provide an opportunity for cost savings on installation if you choose to co-ordinate this work during the project.
