Millbrook Water Storage: Notice of Public Information Centre Class Environmental Assessment

The Township of Cavan Monaghan is undertaking a Class Environmental Assessment (Class EA) for a new water storage tank in Millbrook.

The Township of Cavan Monaghan recently completed a Water and Wastewater Master Servicing Study (MSS), under the Municipal Class Environmental Assessment (Class EA) framework. This study concluded that an increase in water storage volume would be required to accommodate Millbrook’s forecasted growth. The preferred alternative will have additional water storage built at a new location while retaining the existing standpipe by the Municipal Office.

Through a Schedule ‘B’ Municipal Class EA process, The Township of Cavan Monaghan will be considering and evaluating suitable sites for the construction of a new water storage tank within Millbrook’s Settlement Area Boundary (see figure 1 below). The Township will look at the existing water system to identify any necessary improvements as well as impacts that construction may have on the potential sites.

The Township of Cavan Monaghan encourages the public to actively participate in this planning process and invites interested parties to attend an in-person Public Information Centre (PIC):

Information about the project, including PIC display materials, will also be made available on the Township website after September 24, 2025: www.cavanmonaghan.net 

The PIC will provide an overview of the study, including the problem and opportunity statement, existing conditions, alternative solutions and evaluation to select the preferred drinking water storage, location, and distribution approach in support of the forecasted growth to 2051.
