Notice of Public Information Centre 2 Municipal Class Environmental Assessment (MCEA) County Road 10, Millbrook, ON

The Study:

The County of Peterborough (County) and the Township of Cavan Monaghan (Township) are undertaking a Municipal Class Environmental Assessment (MCEA) for County Road 10, from County Road 21 to approximately 500 m south of Larmer Line in Millbrook (please see study area figure). Building upon the recommendations of the County’s Transportation Master Plan (TMP) Update, completed in 2022, this study will assess transportation infrastructure needs and deficiencies and identify the roadway and intersection improvements required to improve traffic flow and active transportation conditions along County Road 10, and to support development planning within Millbrook.

The Process:

This study is being completed in accordance with the planning and design process for Schedule C projects, as outlined in the 2024 MCEA document. Phases 1 and 2 of the MCEA process were generally addressed as part of the 2022 TMP Update. The County is now proceeding with Phases 3 and 4 to complete the planning and preliminary design for County Road 10 within the study area. This includes identifying and evaluating alternative design concepts, selecting a preferred design, and documenting the decision-making process in an Environmental Study Report.

Consultation:

As part of this study, a comprehensive consultation process is being undertaken to gather comments from the public, community stakeholders, Indigenous communities, and agencies. The first Public Information Centre (PIC) for this study was held on August 27, 2025, to present and gather feedback on the study background, preliminary evaluation criteria, potential alternative design concepts and next steps in the study process.

The second PIC has been arranged to share the feedback received at PIC 1, the evaluation of alternative design concepts, the recommended design, potential impacts and mitigation measures, and next steps in the study process. PIC 2 will be held in person, and members of the study team will be present to discuss the study with you and answer any questions you may have. The PIC has been scheduled as follows:
