Curbside Garbage Pick-up Delayed

Please be advised that curbside garbage pick-up has been delayed until Saturday October 10th.

The following locations will be affected:

Village of Millbrook,

Cedar Valley Rd.,

Hutchison Line,

County Rd. 21 (east of Millbrook),

Fallis Line,

Valleyview Dr.,

Morningside Place,

Towerhill South Subdivision,

Huston St.,

Carveth Dr.,

Elgar Dr., and

White Birch Rd. 

Recycling is not affected. Please have garbage to the curb by 7:00 a.m.

Curbside Organics Pick-up Delay

Notice to Residents: All curbside kitchen organics waste collection has been delayed until Saturday October 10th due to continued mechanical issues.

Please have your kitchen organics waste out to the curb by 7:00 a.m. for collection. Recycling and curbside garbage are not affected by this issue.  We apologize for any inconvenience.

 

Thanksgiving Holiday Closure

The Transfer Station will be closed Monday October 12, for the Thanksgiving Holiday. It will be open Tuesday, October 13 from 9:00 a.m. to 5:00 p.m.

Garbage and recycling curbside collection schedule is not affected by this closure.

The Municipal Office will also be closed Monday October 12.

Fall Leaf & Yard Curbside Pick-up

The following is a list of 2026 Fall Leaf and Brush Curbside Collection for Cavan, Millbrook and North Monaghan residents:  

Week of October 12 to 16, 2026

Week of October 26 to 30, 2026

Week of November 9 to 13, 2026

Week of November 23 to 27, 2026

Please Note:  A single collection will occur during each week listed above. Collection may occur on any day of the week!!

Please have brush bundled in 3-foot lengths, with each bundle weighing no more than 30 pounds, and leaves in paper leaf bags. Please have all material to the curb on Monday at 7:00 a.m. 

No Plastic Bags 

Yard waste in reusable bins will be accepted along with brown paper bags as long as there is no mixed garbage with it.

Meeting Highlights

Financial Update

Council will receive a mid-year financial report covering January through June 2026.

Traffic and Parking Review

Council will consider updates to the Township's Traffic and Parking By-law, including:

  • Review of resident requests for speed limit reductions on several roads, including Fallis Line, Dobbin Road, Preston Road, and Cathcart Crescent.
  • Proposed parking changes on Brookside Street to improve traffic flow and safety near Millbrook/South Cavan Public School.
  • Recognition and regulation of municipal parking lots being used for short-term public parking.

Downtown Park and Needler's Lane Infrastructure

Council will consider allocating the surplus funds remaining in the 2026 Slurry Seal budget (funded through the Canada Community-Building Fund) to cover the remaining costs of the Storm Sewer replacement on Needler’s Lane.

Telecommunications Tower Consultation

Council will review a report regarding proposed federal changes to the telecommunications tower approval process. Staff are recommending Council support comments submitted by the Eastern Ontario Regional Network (EORN).  

Surplus Property Sale Update

Council will receive a report regarding the completed sale of the severed portion of 1 Union Street to Woodrow Contracting.
