The use of ORVs in the Township of Cavan Monaghan has been a topic of discussion within the community for quite some time.

On September 21, 2020, Staff presented a report on the proposed off-road vehicle route from the Victoria Rail Trail to the Ganaraska Forest and changes to Regulation 316/03 in the Township.  Council directed Staff to draft a by-law prohibiting ORVs on any Township owned property.  By-law No. 2020-62 to regulate the operation of ORV's in the Township was brought before Council on November 2, 2020.  Council voted that the by-law be amended to reflect only the Millbrook and North Monaghan wards.  Council directed Staff to host a public meeting on November 30, 2020 at 7:00 p.m. to allow residents of the Cavan Ward to provide input on the new Provincial Regulations allowing ORVs on Township roads within that ward.

The County of Peterborough is initiating a review of Off-Road Vehicle (ORV) use on County roads. This review is being completed in parallel with the County’s Transportation Master Plan (TMP) Update to help identify opportunities to support safe ORV use.  As the study progresses the County will provide opportunities for input and feedback. More information is available on the County of Peterborough’s website through the Off Road Vehicle Study.

Council also directed Staff to monitor and report back on the outcomes of the discussions/consultations with the public through the County Master Transportation Plan
